That shouldn't matter for %DEC. %DEC, %INT etc ignore blanks.

       dcl-s chr char(5) inz('1    ');
       dcl-s num packed(5);
       num = %dec(chr:5:0);
       if num = 1;
           dsply 'num = 1';
       else;
          dsply 'num <> 1';
       endif;
       return;

Displays "num = 1"

I believe they still complain if the field is ALL blanks.  I've resorted to %int('0' + %trim(myfld)) on occasion (the trim is for leading blanks).  Not pretty , but it works.
