As most everyone is saying the cipher issue is huge going from 7.1. Probably one of the top reasons.

I'll add:
Temporal Table support
Passing an audit. Being owned by a public company and having an obsolete OS does not bode well. We also have scanning software testing our machines and get reports if we are open to various CVE's.
Increased system limits.


And I agree with others on:
SMB2
RCAC (Row and Column Access Control)
Hardware currency. New hardware comes with 3 years maintenance.
Software fees. Why pay through the nose for "extended support" instead of going current?
Enhanced SQL Services. These are a productivity improvement over APIs and analyzing spool files.
The open source stuff.
