And reinstall PTF's,
OR
Go to another system at the same OS level, which is current on PTF's, and do a SAVLICPGM of jdk 8 to *SAVF, transfer that over and do a RSTLICPGM from that.

Another thing to try:
CHKPRDOPT PRDID(5770JV1) OPTION(17)
It won't fix it but if you need some verification that it's hosed it may help.
