Good suggestion.
We got tired of dealing with this and simply purge off all spool files over 90 days. No exceptions.
Been doing this for years. Small grumbling at first but people adapt.

see the exemple in the documentation just add COUNT(*) in the example
SELECT USER_NAME, COUNT(*), SUM(SIZE) AS TOTAL_SPOOL_SPACE
FROM QSYS2.OUTPUT_QUEUE_ENTRIES_BASIC
WHERE USER_NAME NOT LIKE 'Q%'
GROUP BY USER_NAME
ORDER BY TOTAL_SPOOL_SPACE DESC LIMIT 10;

Cyndi,
There is no doubt some SQL function that you can use. One other option is our SPLTOOL software (www.bvstools.com/spltool.html) has a FREE option/command named List Spooled File Attributes (SPLATT).
This command can be used to build a PF based on any selection criteria you want, including user. So, you could use it to list all spooled files on the system, then sql/count using user id as the level break.
List Spooled File Attributes (SPLATT)
Type choices, press Enter.
Output queue . . . . . . . . . . Name, *ALL
Library . . . . . . . . . . . *LIBL Name, *LIBL
Spooled File . . . . . . . . . . *ALL, generic*, Name
User name . . . . . . . . . . . *CURRENT, *ALL, Name
Job Name . . . . . . . . . . . . *ALL, generic*, Name
Job Number . . . . . . . . . . . *ALL, 000000-999999
Spooled File Number . . . . . . *ALL, 1-999999
User data . . . . . . . . . . . *ALL, User data
Form type . . . . . . . . . . . *ALL, Form type
From Date (MMDDYYYY) . . . . . . *ALL Number, *ALL
To Date (MMDDYYYY) . . . . . . . *ALL Number, *ALL
To file . . . . . . . . . . . . To file

Bottom
F3=Exit F4=Prompt F5=Refresh F12=Cancel F13=How to use this
display
F24=More keys
Just one option.

Previously, this hasn't been too big of an issue. But we have more

themselves. I would like to be able to target the worst offenders

go from there.
Currently on V7R2. Only IT has ACS, users have client access, but not
iNav.
