I have just tested that and it works fine in RUNSQLSTM. I used a single line of
CL: DSPJOB OUTPUT(*PRINT);
And that worked fine.
Not the answer to your question, but it is another way to execute scripted SQL.

I have found that the following is supported in Run SQL Scripts to execute CL commands without having to resort to the QSYS2.QEXCCMD stored procedure. Is the same supported in a compound statement, stored procedure, or user-defined function?
CL: CALL PGM(UTSETLLCL) PARM('00203');
CL: IMIOVEVAL CMDUSE(*MONTHEND);
I ask because I am getting the following error when trying to use it in a compound statement.
Message: [SQL0199] Keyword CL not expected.
