Suit yourself, although I suspect the sentiment may not be whole-heartily
shared at the executive level. By way of anecdote, there is a bill that has
been progressing through the Utah legislature that provides $17.2 million
one-time funding to the IT department of the state school board so they can
upgrade their information systems. The IT department "recommended", and
expressed their intent to "build" rather than "buy". The bill passed
through Senate committee and floor votes, then passed in the House
committee. On the House floor, one of the sponsors proposed the following
amendment, which passed:

"(b) The state board shall, in accordance with Title 63G, Chapter 6a, Utah
Procurement Code, select one or more providers to provide the information
management system."

Legislators evidently didn't agree with the proposed "build" vs. "buy". The
school board must select among bidders.

The amended bill was returned to the senate floor where it is expected to
be heard this afternoon.

At this point, I imagine the school board IT department lobbying vigorously
to drop the amendment.
