On V5R? and older the base license 57xx-SS1 was stuck to the box, but only the main OS feature. Any additional LPP or even SS1 related to OS components like Db2 SMP, aren't.

There were machines that one O/S license was 'stuck to' the machine. So those licenses can be transferred with the machine. Is this one of them? I do not know as I have replaced that knowledge with attempts to learn the new HMC interface! LOL!

This machine is too old to care but user licenses for the O/S are the other thing that can hang with the machine and transfer.

The LPPs however are a no. The are licensed (not sold) to the company that paid IBM money for that license. Any transfer of them to another party is not permitted.

So if I were to donate a V5R4 machine with everything installed... even
though it's out of support is that still against IBM's licensing?

I do not believe you can get keys.

So far as I know the only way to get keys for a V5R4 system is to be on
a machine new enough to run a release you CAN purchase, which today is i
7.2. That means you need to be on a POWER6 server. Then once you get the
i 7.2 software IBM will generate keys back as far as the machine will
support.

Given that a 270 can't run i 7.2, you're out of luck.

You are correct that V5R4 is the last release to run on a 270.

Since it is no longer supported, how does one go about getting keys?  I'm
asking because I have an old 270 collecting dust due to a lack of keys.
I
got tired of reinstalling everything every 70ish days and powered it off.

In any case you will need software, and I'll be shocked if IBM i is

So would I.  I think i5/OS V5R4 was the last OS version supported on a
9406-270.  :-)
