Unexpected Access-Plan rebuilds with CPI4323 - Reason Code 8 (CCSID)

Hi!

Today i reviewed the logs of a 5250-job and i found that access-plans to
nearly all my embeded-sql queries were rebuild on the first execution of
my terminal-job

the code was CPI4323 with reason-code 8 (8 - The CCSID (Coded Character
Set Identifier) of the current job is different than the CCSID used in
the access plan.)

My System is running with CCSID 37

All my Jobs and Users are compiled and configured with CCSID 1141.

Why is this happening? who rebuilds the access-plan with a different
ccsid?
