You can check out https://www.bvstools.com/erpgsdk for some samples using
my eRPG SDK.

CGIDEV2 is similar and should have examples online somewhere.

There are also other 3rd party products out there. But if you're just
starting out and comfortable with RPG, I'd look at starting with that.

If you're up on Node.js once you get to V7R3 that's an option too.

The PDF could be stored in a folder and you could easily create an RPG
program with links to the files. Using Scott K's IFS tutorials you could
read through each directory and make a link to the PDF files, no need to
index. If I recall, the folder/file naming convention has some meaning
that is good enough.
