In navigator drill down to Network -> Servers -> TCP/IP Servers -> SSHD
and then select properties. Click on start when TCP/IP is started. I
haven't had a problem with that starting it that I recall.

I typically put a 3 to 5 minute delay in the startup program after I do
the STRTCP command. Then I go on to run the STRTCPSVR, STRHOSTSVR, and
any other commands related to communications.
