I think it depends on what platform (POWERx), what OS level and whether you are using containers on the RDX.
From Developers works:
“Except for Power9 systems, performing a D-Mode IPL from an RDX drive requires an HMC managed system. For Power9 systems the USB CEC ports are in the default search sequence for a D-mode IPL, so an HMC is not required for boot from a USB RDX drive.”
So if you can D-Mode IPL from a RDX drive, I would think you can do a full restore

I think Jim may be right. There's a difference between an "alternate IPL"
device and an "alternate installation" device.
Whether or not RDX is supported as an "alternate IPL" device is where the
FUD is.
Some standard tape libraries fall into this category also. You couldn't
boot from them but you could do a bare metal restore from them once you
booted from DVD.

The real question is can it be used as an alternate IPL device, and I
think
that answer is no, so you must start the system from a DVD or remote NFS
mount. I almost always use the network installation method. Then once
the
LIC is installed, and you can connect to the USB bus, then the RDX can be
used from there.
So, in a sense, they were both right.

Subject: Full System Restore from RDX?
I have received conflicting responses to this question and wonder if
there
is any definitive proof. I have a Power 8 server running 7.2. The
only
backup device I have is an RDX drive, which works really well. It is
quick and painless and I can get RDX cartridges that will hold my
entire
system. The system allows me to do an option 21 save (SAVSYS) to it,
but
there are conflicting opinions about whether a full system restore can
be
run from an option 21 save of the system. I have one expert who has
told
me absolutely no and another equally expert who has told me yes.
Which is it?
Has anyone actually done it?
If not, I need to make some alternate plans for a full system recovery.
