Andrew:

BRMS cannot perform a *NONSYS. Hence the reason it does the steps it does.

You can still restore with native OS commands, but you would have to:

Restore LIC and OS
Restore *IBM
Restore users and configuration. IMPORTANT: follow the instructions that
talk about recovering to a different system. That's critical.
Restore *ALLUSR
Restore DLO
Restore IFS.

The partners lack of understanding the back up and recovery guide (all of
this is documented there)

Subject: RE: Question on BRMS *SYSTEM Backup Control Group....

There are ways to capture the data for an Option/21 save that don't
require running an Option/21!

See
https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/rzaiu/rzaiurzaiu
267.htm for a list of the steps in a genuine Opt/21.

As long as your backup includes the same things in the same order on a
tape, it'll work the same as if you'd used the GO/SAVE/21.

Thank you for that message and link! The process mentioned would presumably
give me the *NONSYS label that our partners were missing with a BRMS *SYSTEM
save. I'll try creating a BRMS backup policy with the same steps/commands,
then compare a DSPTAP DATA(*LABELS) between the BRMS and a manual save.
I'll also have to review the resulting BRMS recovery plan.
