It's weird to talk about DBCS today, because the world is different
than when the terms SBCS and DBCS were coined. Strictly speaking, 1208
(UTF-8) is neither. It uses a variable number of bytes per character,
sometimes 1, sometimes 2, sometimes more.

But that's kind of like when you are expecting 'Y' or 'N' but the
input is actually 'X'. I think in this case it is pretty safe to
conclude that "does not accept DBCS" is *really* saying "does not
accept anything other than SBCS". Therefore, I would not expect 1208
to work here.
