This is my philosophy on 20 vs 32 vs 128:

As long as they hit the minimum length, who cares what the maximum length
is? It's not like you're putting a gun to their head and saying use 76
characters. If they try using a 100 character password, and decide it's
too onerous they can simply change it down to something more manageable.

And to the devil with those shops which assign passwords and keep them on
a list so they can tell the user what it was, or tell their supervisor so
he can cover them when they are gone. I've heard of shops like this and
you were forbidden to change your passwords.
