I actually did a
CRTUSRPRF DUMMY
MD '/deleteme'
CHGAUT OBJ('/deleteme') USER(*PUBLIC) DTAAUT(*RWX) OBJAUT(*ALL)
CHGAUT OBJ('/deleteme') USER(DUMMY) DTAAUT(*NONE) OBJAUT(*ALL)
Signed on as DUMMY and DUMMY could not do a
EDTF '/deleteme/deleteme.txt'
as they were not authorized.
Running a
CHGAUT OBJ('/deleteme') USER(DUMMY) DTAAUT(*NONE) OBJAUT(*NONE)
as me allowed DUMMY to then do the operation.

*PUBLIC is only for those not explicitly listed in the objects authority.
