Good "general" rule. Numerous exceptions though. Classic sample is web
administration at port 2004 local. So let's generalize it a little more.
The higher port is normally the client and the lower port the server. The
server normally listens on a port and the client initiates communication
to that port.
But there are those who live to break rules. Such as the gent who
configured our kronos server to listen on port 50080. But even in that
case, when I hit that from my client I came in on port 55310
