Is the file in question used as an external DS, etc (may need to look in any copybooks that may be in use as well)

I have a program that is made up of three modules. DSPPGMREF on the program lists a file that DSPPGMREF on each of the modules does not list.
Can anyone think of a reason why a file that none of the modules use would be included?
