Probably just a client for send and receive or both.
I have used the Java client on Windows/IBMi and C# client (on Windows) for RabbitMQ. Pretty easy.
If you write a simple Java client program, you can wrap that with a CL program or command for full control.
Then it's callable from RPG, CL or anywhere that can call a CL command.
ActiveMQ is another good one.

we are implementing message queues on our windows/linux stack. we are 90%
sure it will be RabbitMQ... what will it take for us to receive and
send messages from RPGLE programs to the windows/linux stack RabbitMQ
manager?
will we just need a custom listener/sender program?
will we just need the IBM MQ client?
will we need the full WebSphereMQ package on the IBMi?
