I think you are confusing the application of MF99nxx PTF with the Perm Apply of all previous MF PTFs which is a prerequisite of MF99nxx.

My 'best practice' is that in the time prior to loading the TR (Usually a week or two prior) that I will do an APYPTF *ALL specifying *PERM for the apply type. After that has completed and the subsequent IPL then I do a Save IBM at least or a SAVE 21 if possible.

Doing this I have never had a TR group fail to apply correctly and without having to manually do extra IPLs.

Yes the MF99nxx guys often come out earlier and as I mentioned often IBM will suggest applying them to correct issues. I would say about 10% of my customers will have the MF99nxx guy before they do the TR group that requires it. However there is no documentation that indicates you should do that PTF outside of the TR group for a system functioning normally.
