WAS JSP Change Not Showing -- MIDRANGE-L

I have made a change to the PageBuilder.jsp in the /QIBM/.../webfacing/styles/chrome folder. It shows the changes I made but when I start the webfacing app and go to the link the link that was change it still shows the original url. I have stopped and started the http and app server and still the change. Searching the web does not provide a clear answer. Any links that anyone can suggest how to get this latest jsp to be used?
