You took this as a single response and not holistically.
Yes there is some debate on whether or not "heads down data entry". Just
accept for some companies they still do. For example shifting the data
entry down to heavy equipment operators down in a dirty environment versus
them keeping track on paper and giving that to some clerk to do is a
business choice.
Once one accepts this concept, and one assumes that the data entry clerk
has been there their first week already, then, for such batch entry they
should not need to take their hands off of the keyboard to go pet a mouse
to enter this stack of papers.
It's not that they don't know how to use a mouse, nor do they not want to
use one. It's that it may not be the most efficient way to enter a large
stack of papers. Making them click a drop down from two character codes
versus typing it in may really slow them down. Drop down should be an
option but not mandatory.
Whether or not it's web or 5250 is irrelevant.
