Likely because many modern menus (esp. IBM OS menus etc.) are created using UIM, and not "SDA" (a carry-over from S/36 and S/38).   With UIM, you can specify:

    :CMDLINE SIZE=long
             .Selection or command

    for example.

Prompt the CRTMNU command, and notice the TYPE parameter, that can be specified as *UIM.
