use dynamic SQL with a VALUES INTO statement, rather than a SELECT INTO...

Something like so:

wSqlSelect = 'values( next value for ' + USER +
' ) into ?';
exec sql
prepare GetNextValue from :wSqlSelect;
exec sql
execute GetNextValue using :myValue;

Note: Can't use execute immediate.
