There are two things in a program dealing with adopted authority.
One is "User profile".
The other is "Use adopted authority".
They have totally different functions.
Let's say you have a program called MYPGM. MYPGM is owned by TCRUISE and
has "User profile" set to *OWNER. Now MYPGM calls QCMDEXC. QCMDEXC has
"Use adopted authority" set to *YES. What this says is that QCMDEXC will
continue to use the adopted authority of MYPGM and run with the authority
of TCRUISE. You should NOT need to set all programs in the chain to "User
profile=*OWNER" as long as the chain remains unbroken with "Use adopted
authority".

You are having some other issue.
