For Minimum level I would look at the Sales Manual for the server under Software Requirements.

The FLRT, Fix Level Recommendation Tool will provide recommended PTF/Firmware levels. This will also allow you to get as granular as a feature code using the Power System Prerequisites option.

Subject: Power 9: Recommended IBM i levels.

I am reading the Description letter for Power 9 firmware. It has this
teaser section called "IBM i minimum levels".

However it refuses to tell you it. Instead it points you to a site which
also refuses to tell you it. The site they refer you to only shows you
"recommended fixes" and has nothing to do with what levels of IBM i are
needed for Power 9. Since it also has recommendations for IBM i 7.1 and I
know that 7.1 is not supported on Power 9 then referring us to this site
is worthless as mammary glands on a boar hog.
