You gave some good suggestions as to how it may have started. But what I
fail to see is how do you tell if IP6 is running or not. Kind of like

PING RMTSYS('::1') ADRVERFMT(*IP6)
Verifying connection to host system ::1.
PING reply 1 from ::1 took 34 ms. 256 bytes. hop limit 64.
PING reply 2 from ::1 took 0 ms. 256 bytes. hop limit 64.
PING reply 3 from ::1 took 0 ms. 256 bytes. hop limit 64.
PING reply 4 from ::1 took 0 ms. 256 bytes. hop limit 64.
PING reply 5 from ::1 took 0 ms. 256 bytes. hop limit 64.
Round-trip (in milliseconds) min/avg/max = 0/6/34.
Connection verification statistics: 5 of 5 successful (100 %).

Another thing to check:
netstat *ifc
F20=Work with IPv6 interfaces
Internet Prefix Line Interface
Address Length Description Status
::1 128 *LOOPBACK Active

Oh, maybe this is what Larry was saying. He just didn't say how to tell
it was there. Left out the "F20=Work with IPv6 interfaces".
