Sounds like the thread question was already answered with the subsystem answer.

If you want to send me a sample of the program (which sounds small) I can compile and try it on one of our boxes here with XMLSERVICE and from the command line to see what it does.

Could be a threading issue.

Keep in mind Java attempts to spawn a new job and maybe can't with the XMLSERVICE user.

Or it could be the way XMLSERVICE calls the program as well. Maybe it's not allowing it to spawn additional threads.
