I've had this issue for years.
Sent traces and dumps to IBM.
IBM confirmed it's a Windows issue, nothing can be done from the I side to resolve.
I'm simply dealing with it.

What causes windows to bomb when you drag/drop a file from IFS in opsNav to
desktop? What is the solution?
