I think that the instructions Jack had needed to be taken in their
entirety.

Basically if you have this MF* ptf and you were already at SF99... then
...
There was no miracle cure all.
In general applying PTF's isn't normally such an issue. However, if you
get way behind and then try to catch up all at once you are going to have
issues. My general philosophy on that is to slip the lic and reapply the
last cume and groups.
In summary, he needs to be current on PTF's before going to Power 8. Some
of the last PTF's for 7.1 were to enable Power 8, and/or newer features on
Power 8.

In his case I would have a couple of image catalog's ready. One to slip
the lic and one to reapply the cume and groups.
The one to slip the lic must have the latest resave. A link to that is in
