Still fails, still no logs.

But a dump was created that had some interesting messages in it.

First one that stood out was 'ap_init_rng():Could not initialize random number generator'.

The next message that jumped out was this: log_error_core(): "[Wed Apr 04 06:59:44.097648 2018] [:crit] [pid 441] (3401)Permission denied.: ZSRV_MSG1731

So I looked at the permissions on the directories.

The log directory has these permissions ...

*PUBLIC *EXCLUDE
QSYS *RWX X X X X
QTMHHTTP *RWX X X X X
QWEBADMIN *RWX X X X X

Our other (working) 7.2 system has the same permissions ... but the directory has an authorization list of QLWISVR.

The system I'm trying to fix doesn't have the authorization list on the directory ... although the authorization list exists and is the same as the working 7.2 system.

Our 7.3 system doesn't have the authorization list on the directory either.
