I'd start looking at the Admin server log files. What do they tell you?

That's what I wondered as well but David posted earlier that the JDKs and
PTFs were loaded and applied.
I am thinking something weirder like an environment variable or property
file pointing at the old JVMs but this is very much a guess (don't even
know if it is actually possible)
I am certainly curious to know what the answer is.

There is for any Zend PHP instances though it's not Zendthat's
specifically the issue is an Apache change (includoptional vs
include.) IBM however makes any needed changes in the *ADMIN server.
I have done a number of i 7.2 upgrades recently without issue so
there's likely something that hiccuped or potentially a custom
config option
now in error.

But *ADMIN provides Navigator for i and DCM among other things!
You really do want this to run.
Logical next step is to open a PMR with IBM and then send in the
admin data collector using QMGTOOLs. Generally IBM can resolve
straightaway
that.
