Seeing as iSeriesNetwork's website has been behaving for the past several
years like the Chinese space station recently, I wonder if this is the
death knell. Articles have been, for the most part, available, but source
code downloads have been AWOL for quite some time.

Giovanni Perotti is maintaining a utility called XLSTABLE (as in 'XLS to
DB2 table') on http://www.easy400.net/ Look for XLPARSE2
http://www.easy400.net/xlparse2/html/page1.htm

FWIW, I'm starting from ground zero on POI, so I need the "beginnner's
guide to POI", so to speak.

If you're comfortable with Java, the foundational POI classes are a
great place to start looking. If you're not comfortable prowling the
Javadoc, then... hm. You will need to become familiar when it's time to
extend / debug the utility. And when that day comes, you'll be best
served by taking online examples /in Java/, putting them on your PC,
understanding how they work, and only then trying to write wrappers for
RPG / debug the RPG.
