This is a solution in case you are getting CPF9190 RC17 on a DDM file to another Iseries.
1) Make sure host system DDMTCPA PWDRQD is set to (*ENCRYPTED)
2) on the client, add a server authentication entry, but use the server name of QDDMSERVER
Note that you have to have system value QRETSVRSEC (Retain Server Security Data) set to '1' to be able to store the remote password in the server authorization entry.
ADDSVRAUTE USRPRF(<userid>) SERVER(QDDMSERVER) USRID(<connection userid>) PASSWORD(<connection pwd>)
