I must have restored things in a wrong order somehow. I restored user
accounts then restored *NONSYS.

Anyway, authorization lists got messed up.

E.g., I have a library ALIB with an authorization list ALIST.

ALIB still shows the auth list ALIST but ALIST is lacking all the groups.

I added the groups and it still didn't work, which was obvious why when I
did Display Authorization List Objects.

Only the library itself is listed and all the objects within it are not
listed. The are indeed listed on the original system.

This was a test run. What did I do wrong?

You may need to restore authorities.
Try RSTAUT command in restricted state.
