Well, traditionally one uses NWS for hosting other lpars. And, reserves
that hosting lpar for only hosting. Therefore something like rpc should
not have been an issue.

In your restore plan, they may not restore with your 7.1 save. Why not?
Because I think that NWS is configured to not save. You will need to
check two things:
1 - Your BRMS omit list.
2 - The attributes of the directory(ies) themself. For example
WRKLNK '/QFPNWSSTG'
8=Display attributes
Can be saved . . . . . . . . . . . . . : No
If so, you will have to run this:
CHGATR OBJ('/QFPNWSSTG') ATR(*ALWSAV) VALUE(*YES)
prior to your save. And expect your save to take a LOT longer.

An alternative is to take the last complete save of each and every lpar
and restore them individually, after rebuilding all your NWS objects. Time
consuming and tricky as all get out but if your really muffed up your
original sizes of your NWS storage links this is a fine time to correct
them.
