FWIW:

We have Win7, Win10, Win2003 and Win2012 users connecting.
We're at QPWDLVL 2, but I think all user accessing the NetServer are using Kerberos not user/password.
We have only a couple of users doing mapped drives to the NetServer. Most just do UNC, via Windows shortcuts and from within apps.

I think I would open a ticket. I suspect there's already a resolution
and you aren't getting it in a timely fashion from this list.
Most of the stuff I'm seeing on connecting from Windows 2008 server to IBM i is dealing with some lanman or something crutch that was used to allow either upper or lower case hitting the wall while it would work on other releases of Windows.
One thing we did was move to QPWDLVL=3, but that takes careful study.
There's a link in Knowledge Center which talks you through the concerns.
Moving to QPWDLVL=3 really helped those uses who liked mixed case passwords. Without it you are DOA. In my experience if you are going to move from 0 then going straight to 3 is what you should do. The others are a waste of time and effort.

Some might say running 2008 is kind of like still running 7.1. :-)
