Did you read the document I referenced?

In order for translation to work the file must be in a character set that supports conversion. That probably means code 37. You need to find out why anyone thinks it has to be the binary code.

Without translation any two byte character in the source file will always end up as two bytes in the target file.

I prefer not to reinvent the wheel if I don't have to.

The PF is used by several different programs during this process, and is appended to an archive PF at the end, so I don't see eliminating it as practical.

I'm down to using IFS API's and doing it manually.

And that's a bad thing?

Never been a real big fan of CPYxxSTMF and especially CPYxxIMPF.

As long as you're doing that you might as well bypass the flat file and go directly into the end product. Basically cut your I/O's in half, reduce temporary storage consumption, etc. And not be at the mercy of IBM mucking with those commands at every upgrade.
