Yes, it's a client for remote connections.

There seems to be some mode where the license resides on the server as a
stored proc or something.

But the code I'm trying to run is client code.

I was just trying to figure out if this was something that was licensed
with the base system or an add-on which the customer buys.

I understand your comments (Nathan and Charles) to suggest this is an
add-on product and it is time to pay the piper.

Again not sure, but my understanding is that Db2 Connect doesn't run on IBM
i. Just connects to IBM i host servers.
