What do we have to buy to make this work?

I'm not sure, but the error appears to be from Db2 Connect, and may be a
licensing restriction of Db2 Connect rather than IBM i.

Or is it already
there on the IBM i and I just haven't dug it up yet?

Again not sure, but my understanding is that Db2 Connect doesn't run on IBM
i. Just connects to IBM i host servers.
