A few things.

I'm not finding those instructions in the cover letter.
Can I simply add ALLOW_DDL_CHANGES_WHILE_OPEN to QSYS/QAQQINI?
We've never changed or added to this QSYS/QAQQINI file to the best of my knowledge.
We are not using SQL, so does the QSYS/QAQQINI file still apply?

At V7R3, PTF 65523 applied, which supersedes SI61252.
Still receiving the same CPF3202 in use error.
I saw this in the cover letter, but not sure where and how if I need to set this.

After this change is applied, the ADDPFTRG and CHGPFTRG commands can be used immediately after changing the ALLOW_DDL_CHANGES_WHILE_OPEN QAQQINI option to '*YES'.
