At V7R3, PTF 65523 applied, which supersedes SI61252.
Still receiving the same CPF3202 in use error.
I saw this in the cover letter, but not sure where and how if I need to set this.

After this change is applied, the ADDPFTRG and CHGPFTRG commands can be used immediately after changing the
ALLOW_DDL_CHANGES_WHILE_OPEN QAQQINI option to '*YES'.

I only looked at 730, but there is PTF SI61262 which says that it adds ADDPFTRG & CHGPFTRG to the effects of ALLOW_DDL_CHANGES_WHILE_OPEN QAQQINI option being '*YES'. Doesn't mention RMVPFTRG.

Would this be a valid RFE request?

Ability to ADDPFTRG / RMVPFTRG while file is in use.
Almost impossible to add/change/remove a trigger.
Need to be in restricted state.

Currently is a restriction.

- If the physical file or a dependent logical file or SQL view is opened in this or another job, a trigger cannot be added.
- If the physical file or a dependent logical file or Structured Query Language (SQL) view is opened in this or another job, the trigger cannot be removed.

- While this command is running, neither the physical file nor any dependent logical files can be opened.
