Micro Center usually has PCs coming off lease available as "refurbs." Usually cleaned, recertified, and loaded with a legal copy of Windows.
If you want really cheaper, look at the Raspberry Pi for running Linux... $35 for the CPU...

Thanks for all the input on this matter.
The more I thought about it the IBM i isn't really made for hardware
tinkering unless you have some very deep pockets to buy the hardware and
reconfigure the machine. Also,many of these machines are powered on,
configured and then expected to run for years without much attention given
to the hardware. It just needs to work and work reliably.
I might research a Lenovo/IBM Box with an Intel CPU and slap Linux on it
since that will be much cheaper, and will be more 'tinkerable' than the I.
Additionally, I'm not totally against looking into a hosting offer that
fits my needs to get the RPG/CL fix.
Maybe in the future an affordable POWER server with proper licensing will
become available, and then I can have some iron of my own...
