I found https://www-01.ibm.com/support/docview.wss?uid=nas4SF99701, but I
would like to know, in general, what was fixed/enhanced between level 41
and level 43. Is that possible?
</snip>

While some would try to find each individual PTF that was on 43 but was
not on 41 and read each cover letter, I sure wouldn't. And since you
asked "in general" I'll assume that isn't the level of detail you are
looking for either.

or (same thing)
https://www.ibm.com/developerworks/community/wikis/home?lang=en#!/wiki/IBM%20i%20Technology%20Updates/page/DB2%20for%20i%20-%20Technology%20Updates

"Db2 for i updates by PTF Group and year" simply returns the same cover
letter link in your original message.

The TR levels give a nice high level overview but doesn't obviously tie TR
level to DB2 level. They often do not come out simultaneously. But the
DB2 enhancements listed always wait until the DB2 level comes out.

"Db2 for i updates by category" breaks it down really well. The only
drawback is that you have to look at each category to see what came out
with 42 and what came out with 43. But this is what you're looking for.
Start here.
