The DSLO image is not the same format of the ISO images.
DSLO image is the result of a SAVSYS, SAVLIB QGPL, and SAVLIB QUSRSYS.

I do not see why you would need to save the DSLO to a SAVF. When you downloaded the ISO images from IBM they did not provide a savf.

So just FTP to the other system, then:
ftp> na 1
ftp> bin
ftp> lcd /some/dir/where/DSLO
ftp> cd /target/dir/for/DSLO
ftp> mput *

Then create your image catalog and import the images.
Call qviofimg (‘IMGCLG’ ‘*ALL’ 0)
