I question if I am even setting up the image catalog correctly. Got this
error on the VFYIMGCLG comand when I used the TYPE(*UPGRADE) option:

VFYIMGCLG IMGCLG(V7R3BASE) TYPE(*UPGRADE)
Volume I_BASE_01 added to optical device.
Volume I_BASE_01 added to optical device.
Required file for the operating system not found.
Required image for type *UPGRADE not found in catalog V7R3BASE. Reason
code 2.
Verification for image catalog V7R3BASE failed.
