using VPM to create a 2nd partition on a power 7 system. Now I would like
to install V7R3 in that partition. When I use option 1=power on in the
"work with partition status" screen the IPL fails with B200 4158.

I am expecting to be able to IPL from an image catalog. Can I do that?

Have a trial version of V7R3. Downloaded as a set of .UDF files. Added
the I_BASE .UDF file to an image catalog. Can I boot and install from that?

I question if I am even setting up the image catalog correctly. Got this
error on the VFYIMGCLG comand when I used the TYPE(*UPGRADE) option:

Required file for the operating system not found.
Required image for type *UPGRADE not found in catalog V7R3BASE. Reason
