Buck, yes it was 65535, so i did chgjob ccsid(37) and reran and got the
same message.

so i signed off then signed on again, and yes (for whatever reason our
default is 65537) chgjob ccsid(37)

Tried again, but that didn't work.

So looked at attributes of the QOpenSys TIPSRC.FILE and it's ccsid is
1252.

Ran this and it worked -

CPY OBJ('/QOpenSys/TIPSRC.FILE') TOOBJ('/QSYS.LIB/QGPL.LIB/TIPSRC.FILE')
FROMCCSID(1252) TOCCSID(37) DTAFMT(*BINARY)
Object copied.

dspsavf reveals -

Page down like 3 times. Look for 'Coded character set identifier'.
Is it 65535?

If so, that means 'My system does not know any human languages - it's
all binary'. Try doing a CHGJOB CCSID(37) (US English) and re-try the
CPY.
