Prodata's DBU has had the undelete feature for close to 20 years IIRC, they also have a stand alone called RDR which will undelete every record in a file all at once.

The DBU commercial application program has an undelete feature. So does QuestView.
Ours is a custom version of Dave's UNDEL2, and given that I know of nothing else that can undelete DB2/400 records, I'm reasonably certain that DBU's undelete is at least derived from UNDEL2.
Question: Does anything else have any locks on the file?
Because UNDEL2, in order to function, has to briefly obtain an exclusive lock on the entire file.
