SF99731 is all groups except the cumulative and Hiper.

I seem to recall that SF99731 only downloads existing groups (but I can't
prove that). I wasn't aware of *ALLGRP, so I don't know the specifics on
how it operates.

I forgot about *CUMPKG instead of SF99730.
If you're going to do that then why not *ALLGRP instead of SF99731?
