I assume you are looking for HTTPAPI. I do have an old version of HTTPAPI still available online at this link:

I do not remember exactly which versions of IBM i this ran on, and V5R3 was so long ago that it is very hard for me to remember what does/doesn't work on it.

But, perhaps this will work for you?
